THIS IS MY THEORY: Gar worked really hard, but he loved working for the Centre. And it pissed him off that Miss Parker got her super awesome position through nepotism, but he dealt with that, only then he started suspecting her of not actually trying to hunt Jarod, and that one time he found Jarod's office and then found Miss Parker's cigarette, well, that explains the grin on his face when he busts in on them, staring at one another. He's like, HELLO PROMOTION.
